Executive Summary

1) Accidental Release Prevention and Emergency Response Policies

Bercen Inc. is a privately held, chemical manufacturing, blending, and packaging company located in Denham Springs, Louisiana. Bercen Inc. complies with applicable federal, state and local regulations. All Bercen Inc. employees are informed of hazards in the workplace and are trained accordingly. Bercen Inc. has procedures in place to safely remove employees from the plant in the unlikely event that a hazardous substance release were to occur, and to put in place emergency notification and response procedures.



2) Facility and Regulated Substances

Bercen Inc. manufactures specialty chemical products for its customers utilizing customer formulations and specifications. Bercen Inc. specializes in oil field chemicals, agricultural fertilizers, construction chemicals, water treating chemicals, and industrial cleaning compounds. Anhydrous ammonia is utilized as a raw material in many of the products as a source of nitrogen and pH control.



3) Worst-Case and Alternate-Case Scenarios

4) General Accidental Release Prevention Program and Ammonia Specific Release Prevention

Bercen Inc. complies with the OSHA Process Safety Management for Highly Hazardous Chemicals (PSM) standard relative to anhydrous ammonia. Therefore, this facility has programs to ensure proper operation and maintenance of the ammonia storage and piping systems. All operators associated with the use of anhydrous ammonia have been trained and are knowledgeable in the safe operation of the system.



The storage tank and piping system at this facility has been designed and constructed using good engineering practices and to conform to industry standards. The system includes ammonia detection devices near the storage tank, an excess-flow emergency shutdown valve located on the main line outside the building and 2 sets of safety
relief valves to avert serious system overpressure. A regular inspection of the storage tank, piping system, and mitigation equipment ensures ongoing system integrity.



5) Five Year Accident History

This application, the bulk use of anhydrous ammonia, is new to this facility as of November 2015. Since the installation of this application in November 2015, and therefore within the last five years, this facility has had no accidental releases of anhydrous ammonia.



6) Emergency Response Program

In the event of an emergency, Bercen Inc. will initiate an evacuation of the facility and notify the proper authorities, including the Denham Springs Fire Department and the Livingston Parish - Local Emergency Planning Committee (LEPC). Employees are trained to evacuate their respective areas in accordance with OSHA 1910.38(a).
