Executive Summary

EPA RMP Submission, Executive Summary

The Napoleonville (NPVL) Facility consists of a Liquefied Petroleum Gas (LPG) storage facility

that receives butanes and raw make by pipeline, as well as normal butane and refinery grade

butane (RGB) storage at the Belle Rose Truck Station expansion that are loaded from storage

caverns or pipeline. The site consists of product storage equipment. Products are transported

from the facility via pipeline.



Napoleonville Liquid Storage was evaluated to determine if any regulated flammable or toxic

substances exceeded the threshold quantity. The listed flammable substances that are stored

above threshold quantities at Napoleonville Liquid Storage are raw make and butane.

Additionally, normal butane and RGB at the Belle Rose Truck Station are stored above

threshold quantities.



Based on worst-case analysis, the distance to the endpoint encompasses public receptors. The

closest public receptor (Gator Corner Store) is approximately 0.16 miles from the storage facility

in the analysis. In addition, Napoleonville Liquid Storage is subject to OSHA

PSM. Therefore, Napoleonville Liquid Storage is classified as a Program 3 facility. The processes

at the plant are interconnected by piping and fit the EPA's definition of a stationary source in 40

CFR part 68. The facility contains two sources of regulated substances held over their respective

threshold quantities; butane and raw make (equal parts mixture of ethane, propane, butane, and

natural gasoline), and an expansion with two other regulated substances above their respective

threshold quantities, n-butane and RGB.
