Executive Summary

The North Regional WWTP utilizes chlorine gas as a disinfectant and sulfur dioxide as a dechlorinant prior to discharging plant effluent to the Red River. For the past five year period, there have been no major accidental releases of either chemical at the plant. Current safety, training, operation, and maintenance practices at the North Regional WWTP follow the guidelines set forth in the Risk Management Program. Procedures documenting compliance with the legislation provided in 40 CFR 68.48 through 60 are provided in a series of three-ring binders located at the plant. The Safety Specialist for the City's Department of Operational Services will be responsible for performing the compliance audit as required by the rule. Currently, the plant is undergoing a major capital renovation, one aspect of which is the conversion of the disinfection process from chlorination to ultraviolet light. UV equipment will be installed in the near future, and plans are for the phasing out of using chlorine.
