Executive Summary

2014 EXECUTIVE SUMMARY





Occidental Chemical Corporation (OxyChem), whose parent company is Occidental Chemical Holding Corporation, is owner and operator of a chlor-alkali manufacturing facility in Hahnville, LA (also referred to as Taft, LA). The facility produces chlorine, potassium hydroxide, sodium hydroxide, hydrogen, and cogenerates electricity for in-plant use and sale. The OxyChem Taft facility employs 204 full-time employees.



Accidental Release Prevention and Emergency Response Policies at the Stationary Source (40 CFR 68.155(a))



OxyChem is committed to operating the Taft Plant in a manner that is safe for its workers, the public, and the environment. Part of this commitment includes systems for the safe operation of processes to prevent accidental releases of hazardous substances. This program conforms to the requirements of the Environmental Protection Agency regulation 40 CFR Part 68, Accidental Release Prevention Requirement Risk Management Programs (the RMP rule), and the OSHA regulation 29 CFR 1910.119, Process Safety Management. This document is intended to satisfy the RMP plan requirement of the RMP rule and to provide the public with a description of the risk management program at the OxyChem Taft facility.



The Stationary Source and Regulated Substances Handled (40 CFR 68.155(b))



The OxyChem Taft facility consists of several chemical production units that are wholly owned and operated by OxyChem. The facility handles one substance regulated under the Risk Management Plan (RMP): Chlorine (CAS Number 7782-50-5).



The General Accidental Release Prevention Program and the Specific Prevention Steps (40 CFR 68.155(d))



The OxyChem Taft facility's prevention program has been prepared so that it conforms to both OSHA Process Safety Management and the EPA Risk Management Plan regulations. The site's prevention program is documented, routinely reviewed, updated as necessary, and addresses several elements including:

Five-year Accident History (40 CFR 68.155(e))



The OxyChem Taft facility has not experienced any incident which meets the criteria in 40 CFR 68.42(a) since the last RMP submittal or within the last five years.



Emergency Response Program (40 CFR 68.155(f))



The OxyChem Taft facility has established a written emergency response plan and maintains an emergency response team trained in these emergency response procedures. All plant personnel are trained in evacuation procedures and in-plant drills are conducted periodically. The drills are used to gauge the response time of the Emergency Response Team, to test the plant employee accountability program, and to activate the plant's Emergency Command Center. In addition, the OxyChem Taft facility has developed a Special Situations Plan which is a program designed for responding to emergencies that may impact areas beyond the immediate plant boundaries. This plan is a supplement of and complement to the Emergency Response Plan. The Special Situation Plan links the local response to the OxyChem Corporate Emergency Response Center located in Dallas, Texas.



The facility is a member of the St. Charles Parish Local Emergency Planning Committee (LEPC) and the St. Charles Parish Industrial Mutual Aid Association, which both include industrial and public entities.



Planned Changes to Improve Safety (40 CFR 68.155(g))



The OxyChem Taft facility continually works to improve safety through annual reviews of our plant procedures and process safety information, investigations of near misses and incidents, engagement of site employees on matters of safety and environmental, planned area safety inspections, key procedure audits, job observations, and job task anal
yses. Additionally, internal cross-functional teams conduct compliance audits in the areas of safety, process safety management, and security on a routine basis.
