Executive Summary

This Risk Management Plan (RMP) was prepared by the Southern Ionics Incorporated Lake Charles site to satisfy the requirements of the Clean Air Act Amendments (CAAA) Section 112(r) mandated by the U.S. Environmental Protection Agency (40 CFR Part 68).

The Southern Ionics Incorporated site is located on Davison Road in Carlyss, Calcasieu Parish, Louisiana. The site occupies 21.8 acres. Currently, the site produces 3 products, which are additives used in the catalyst, water treatment and paper industries.

THE ACCIDENTAL RELEASE PREVENTION AND EMERGENCY RESPONSE POLICIES AT THE FACILITY:

The facility complies with all applicable federal, state, and local laws. Emergency response procedures are outlined in the facility's Emergency Response Manual. Detailed facility policies for fires, chemical spills and releases and guidelines for emergency response equipment usage and training are outlined in this plan. If an emergency occurs, it is the facility's policy to dial 911 to notify the appropriate emergency department and request assistance. Emergency response to a fire can be provided by the Carlyss or Sulphur Fire Departments

A DESCRIPTION OF THE FACILITY AND THE REGULATED SUBSTANCES HANDLED:

The Southern Ionics Incorporated Lake Charles Plant is a manufacturer of specialty and intermediate inorganic chemicals. The facility is located in an industrial area in Calcasieu Parish, Carlyss, Louisiana. The facility occupies 21.8 acres and manufactures: AQUA-CAT (aqua ammonia), sodium aluminate, and aluminum sulfate.

THE GENERAL ACCIDENTAL RELEASE PREVENTION PROGRAM AND CHEMICAL-SPECIFIC PREVENTION STEPS:

The facility complies with EPA's accident prevention rule, the OSHA PSM rule, and all other applicable state and local codes and regulations.

FIVE-YEAR ACCIDENT HISTORY:

The Southern Ionics Incorporated, Lake Charles Facility, has not had an accident resulting in deaths, injuries, or property or environmental damage, or that required evacuation, or sheltering i
n place.

THE EMERGENCY RESPONSE PROGRAM:

In the event of an emergency involving a flammable mixture, it is facility policy to dial 911 to notify the appropriate emergency response department and request assistance. In the event of a fire emergency, the Carlyss or Sulphur Fire Department is directly notified. This policy is only used when no other emergency assistance (medical, etc) is required.





PLANNED CHANGES TO IMPROVE SAFETY:

Southern Ionics recently conducted a review of the Process Hazard Analysis. No deficiencies were found during the analysis. However, Southern Ionics noted several areas that will be reviewed more closely for potential safety improvements. Detailed findings of this review are in the Process Hazard Analysis dated February 5-6, 2014.
