ACCIDENTAL RELEASE PREVENTION AND EMERGENCY RESPONSE POLICIES



At Marathon Petroleum Company LLC's Texas Refining Division, we are committed to operating and maintaining all of our processes in a safe and responsible manner. We use a combination of accidental release prevention programs and emergency response planning programs to help ensure the safety of our employees, contractors, and the public as well as protection of the environment. We strive for the goal of no accidents, injuries, unsafe work practices, or unsafe conditions throughout our operations.



REGULATED SUBSTANCES



At Marathon Petroleum Company LLC's Texas Refining Division, we produce automotive fuels and chemical feedstocks from petroleum using a variety of processing operations. In our processes, we handle a variety of flammable mixtures. We also handle hydrofluoric (HF) acid, which is used as a catalyst to produce high-quality gasoline blending components.



On October 1, 2017, Marathon Petroleum Company LP (MPC LP) transferred ownership of certain logistics assets, including various storage tanks, unloading/loading operations, dock equipment, and ancillary equipment at its petroleum refinery located in Texas City, Texas (Texas City Refinery) to a separate operating company, Galveston Bay Refining Logistics LLC (GBRL). Both MPC LP and GBRL are wholly owned, indirect subsidiaries of Marathon Petroleum Corporation (MPC). Accordingly and consistent with EPA's RMP regulations, both the parent company and owner/
operator of the RMP subject assets at the Texas City Refinery were updated to MPC to reflect that the logistics assets owned and operated by GBRL and the refinery assets owned and operated by MPC LP remain a single stationary source for purposes of the RMPlan and that the RMPlan covers RMP affected assets owned by both GBRL and MPC LP.



ACCIDENTAL RELEASE PREVENTION PROGRAM



At Marathon Petroleum Company LLC's Texas Refining Division, we take a systematic, proactive approach to preventing accidental releases. This approach to prevention is implemented through programs that incorporate requirements of the EPA Risk Management Plan, the OSHA Process Safety Management standard, and the American Chemistry Council Responsible Care initiative. In addition to these programs, we have implemented chemical-specific safety features to help monitor, detect, and mitigate accidental releases such as hydrocarbon and gas detectors, deinventory systems, redundant instrumentation and controls, fire suppression and extinguishing systems, and personal protective equipment.



FIVE-YEAR ACCIDENT HISTORY



This facility has experienced three (3) accidents during the past five (5) years which met the EPA RMP reporting criteria.



EMERGENCY RESPONSE PROGRAM



At Marathon Petroleum Company LLC's Texas Refining Division, we have developed an integrated contingency plan which consolidates all of the various federal, state, and local regulatory requirements for emergency response planning. Our written program provides the essential planning and training for effectively protecting workers, contractors, the public, and the environment during emergency situations. The program consists of procedures for responding to a release of a regulated substance, including the possibility of a fire or explosion if a flammable substance is accidentally released. The procedures address all aspects of emergency response, including proper first aid and medical treatment for exposures, refinery evacuat
ion plans and accounting for refinery personnel after an evacuation, notification of local emergency response agencies and the public if a release occurs, and post-incident cleanup and decontamination requirements. In addition, procedures are in place to address maintenance, inspection, and testing of emergency response equipment, as well as instructions that address the use of emergency response equipment. The overall emergency response program for the facility is coordinated with the Texas City-LaMarque-Hitchcock Local Emergency Planning Committee (LEPC) and with Texas City emergency management officials.



PLANNED CHANGES TO IMPROVE SAFETY



At Marathon Petroleum Company LLC's Texas Refining Division, we strive to improve the safety of our operations through periodic safety audits, incident investigations, process hazard analysis, and the solicitation of safety suggestions from our employees and contractor employees. Safety improvements as a result of these activities include:

* Conducting PSM/RMP Compliance Audits



* Updating of all piping and instrument drawings for all units



* Installing closed loop sampling systems
